CESCI is an association based in Hungary which aims to decrease the separating effects of the (state) borders in Central Europe. To this end, we conduct researches, elaborate strategic plans, prepare and implement projects, support cross-border cooperation practitioners and take part in policy-making on national and EU level.

A CESCI és a CESCI Carpathia #ACCESS elnevezésű stratégiai projektje az INTERREG VI-A Magyarország-Szlovákia együttműködési programból nyert támogatást arra, hogy a magyar-szlovák határ mentén fennálló jogi és adminisztratív akadályokat szisztematikusan feltárja és felszámolja. A projekt 2023 májusában indult és 2029 áprilisáig tart.
CESCI, together with its partners, the Strasbourg University, Artois University, Thessaloniki University, MOT, Euro-Institut and the TEIN Network, developed the first Massive Open Online Course devoted to European Territorial Cooperation on behalf of the European Commission. The curriculum covers topics such as the foundations of territorial cooperation, related European policies, and presents the cross-border relevance of five thematic public policy fields and the main tools for cross-border cooperation
In partnership with the Košice-based CESCI Carpathia, our association actively takes part in the development of cross-border cooperation evolving along the eastern borders of the EU. In compliance with the objectives of the Eastern Partnership policy we provide our support for better crossability of borders, cooperation between the border communities and the development of the border areas. For this purpose, CESCI signed a cooperation agreement with the representatives of the Ukrainian Academy of Sciences and the National University of Uzhhorod.
Our initiative called SECCo (Sharing Expertise on Cross-border Cooperation) promoting cross-border cooperation on the territory of the Danube Strategy has been launched in compliance with the road map adopted in 2012 by the EUSDR Priority Area 10 (PA 10). First, in 2013-2015 with the involvement of experts of 6 countries we realised a comprehensive research on the borderlands of the macroregion. Then (in 2018-2019) together with our partners, we have developed an online platform and an e-learning application helping actors cooperating across the borders.
In order to ensure the scientific background for the practice-oriented professional work, since 2022 CESCI conducts research of border studies in cooperation with the University of Public Service within the frames of a joint research group.
Since 2015, CESCI, accompanied by the two embassies and the eponymous local municipality organises the Szentgotthárd / Monošter Forum annually in the capital of the Slovenes living in Hungary. The event provides the opportunity of encounters for different Hungarian and Slovenian public institutions, CSOs and representatives of the business sphere in order to enhance cooperation, to trigger joint projects, actions and to improve mutual understanding.
Together with the association Initiatives France-Hungary (today: Initiatives France – Central and Eastern Europe) and the Metropolitan Zone of Oradea, CESCI organises thematic conferences since 2012 within the framework of the process named after the Romanian city. The objective of the initiative is to create the climate of mutual trust necessary for enhancing cooperation of Hungarian and Romanian stakeholders. Within the framework of these events, French experts share their best practices that the Hungarian and Romanian actors can adapt as models.
Our most significant scientific publication is the Yearbook, titled Cross-Border Review published in English since 2014. The editor-in-chief of the journal is James W. Scott, professor of Border Studies known world-wide who managed to invite illustrious European researchers into the editorial board. The Yearbook is recommended to study for scientific communities, students of geography and political science as well as experts interested in Border Studies.
Our association provides legal assistance for the establishment; professional and planning assistance for the first steps of the EGTCs as well as it promotes their innovative utilisation.
Territorial Action Plan for Employment (TAPE) tool developed with the assistance of the CESCI team within the framework of the Slovakia-Hungary INTERREG V-A Cooperation Programme is an innovative solution promoting the implementation of integrated cross-border developments. The essence of the tool consists of the development of an integrated plan including 8 projects at maximum addressing the labour market challenges of a given border area. CESCI provided its assistance to the elaboration of 6 action plans in total.
