Oradea process

Together with the Initiative France-Hongrie (INFH) and the Metropolitan Zone of Oradea, CESCI has organised thematic conferences since 2012 within the framework of the process named after the Romanian city. The process label refers to the fact that it is impossible to establish the necessary atmosphere for successful cooperation at the first glance. During the last 15 years, cross-border cooperation programmes significantly contributed to the ad-hoc cooperation of Hungarian and Romanian institutions, local governments and citizens. With the „Oradea Process” our goal is to make cooperation of Hungarian and Romanian stakeholders general and continuous by creating its basis: the climate of mutual trust. Within the framework of these events, French experts share their best practices that the Hungarian and Romanian actors can adapt as models.

The first conference was organised in 2012, since then, events have organised on a two-year basis, while since 2017 the stakeholders have met annually.

    Local products, sustainable and flexible regional food systems & cross-border cooperation

    The central theme of the 2023 milestone of the Oradea Process is local products, as well as sustainable and flexible regional food systems in cross-border cooperation. The relevance of the topic is not only due to the growing interest in short food chains, but also the necessity of cross-border cooperation between cities, which enables sustainable development and the strengthening of food security in the region. Hungarian, Romanian and French experts will cover the topic by presenting good practices and mapping the challenges.

    Integrated cross-border planning: the use of territorial instruments in the planning and implementation of cross-border programs and projects

    Although cross-border integrated planning has always brought significant benefits to Oradea and its region, at the beginning of the current EU financial and planning cycle, it is particularly important to know the territorial tools (ITI, CLLD, PITEM, PITER, TAPE, EGTC, partnerships) that can support the planning and implementation of cross-border programs and projects for the dynamic development of the border region. The French, Hungarian and Romanian experts invited to the seminar will provide useful assistance in this.

    Implement a common strategy for the integration of border regions

    The Association of French-Hungarian Initiatives (now: the Association of French Central and Eastern European Initiatives) and the Central European Service for Cross-Border Initiatives organized for the sixth time in 2020 its professional event to promote cross-border cooperation in the Hungarian-Romanian border. The theme of this year’s workshop was the continuation of last year’s event: cross-border integrated planning and development.

    Consultation on cross-border public transport

    After 7 years, the Oradea Process reached Debrecen for the first time. Within the framework of the initiative facilitating the mutual rapprochement and cross-border developments along the Hungarian-Romanian border, together with the ambassadors Mme Pascale Andréani (France) and Mr Marius Gabriel Lazurca (Romania) the regional stakeholders, had the opportunity to listen to the presentation of Mr Dominique Lorrette, expert of the French Grand Est Region and to discuss the adaptability of the French-German example for the Hungarian-Romanian case. We expect significant advancement in the field in the near future.

    Cross-border public transportation seminar

    In mid-October of 2018, French, Romanian and Hungarian experts exchanged their experiences in the border town again. Unlike in the previous years, the initiators decided to organise a seminar instead of a conference, to continue to  help the realisation of concrete results. This year’s topic of the Oradea Process was the issues around cross-border public transport.

    Conference on cultural heritage management

    2018 was the European Year of Cultural Heritage in Europe. Related to this, the subsequent professional event of the “Oradea process” took place on 26 October 2017 and was devoted to the management of cultural heritage by the organisers.

    Short food supply chains and operating local markets - and the state border

    The conference of 2016 was held in the renovated building complex of the Fortress of Oradea. Organisers grouped the presentations around three topics. The first panel was about short food supply chains as instruments of the new paradigm of rural development. Presenters of the second panel introduced models regarding short food supply chains, while during the last panel, specific regional cooperation initiatives were introduced.

    Challenges and opportunities. International conference on cross-border health care cooperation

    The second conference of the process was dedicated to the topic of cross-border healthcare services. The Directive 2011/24/EU entered into force at the end of 2013 on the whole territory of the European Union. The directive provides theoretical possibility for European citizens to resort healthcare services in any other Member State, which is covered by the insurance system of the home country (with certain limitations). However, in several Western European countries cross-border healthcare services that ensure the free movement of citizens, already have a long tradition. France is especially at the forefront in this term, hereby it is useful for both the Hungarian and Romanian party to get to know the French examples.

    Cross border cooperation: tools for a new dynamism

    The first conference of the Oradea Process was held in Oradea (Romania) on 27 September 2012, organised by the French Ministry of Foreign Affairs, the CESCI, the City of Oradea and the INFH. The conference aimed at the propagation of the EGTC as the new, most innovative tool of the European Union for cross-border cooperation.
