The first conference of the Oradea Process

The cross border cooperation: the tools for a new dymnamic international conference was held in Oradea (Romania) on 27th September 2012, organised by the French Ministry of Foreign Affaires, the CESCI, the Self-government of Oradea and the INFH (French-Hungarian Initiative).

The conference aims at propagating the EGTC as the new, most innovative tool of the European Union for cross-border cooperation.

At the first section, the coordination on national level was in the focus. Foremost Livia Banu, the head of the office for coopeartion in border region of Oradea presented thier work on supporting the local members to realise the adequate projects. Anikó Túri, the speaker of the Ministry of Administration and Justice, Adela Spulber, the European cooperation programmes and project led of MOT (Mission Opérationnelle Transfrontaliè) and Gyula Ocskay secretary general of CESCI talked about the activity of the presented instutution.

The goal of the second section was introducing the existing EGTCs by their types. Étienne Müller, the mandatory of cross-border cooperation of region Lotharingia presented the only programming grouping. The Grand Région EGTC manages the local CBC program in the French-German-Belgian-Luxemburger border region.

Adela Spulber talked about the model of project EGTC by introducing the Cerdanya EGTC which functions in the Spain-French borger region. This EGTC was established in the aim of bulding and operating a hospital which services both Spanish and French patients.

The cross-border territorial development EGTC was presented by Zoltán Bara through the Pons Danubii EGTC managed by him. In case of this grouping, the aim is the integrated development of the cross-border region by several projects instead of implementing one concrete projekt.

The last section of the conference consists of case studies which illustrated the institutionalization on different levels. Claude Poulet, the director of the European and international affaris of Champagne-Ardenne region talked about their long-time cooperation with Walloons relaised by several joint project. Ciprian Barna the head of metropolitan territory of Oradea told the audience about the need of cooperation with the neighbouring Debrecen. The closing presentation was about two groupings which are in the first period of their instutionalization. Sorin Ţuţuianu, counsellor of the self-government of Medgidia talked about the way leading to the forming EGTC in the Romanian-Bulgarian border region. Then Tímea Csetnek, the director of the Gate to Europe EGTC shares the experiences and plans of a newly registered grouping.

José Osete (French-Hungarian Initative), the leader of the event summerised the technical consequences.

The conference was greeted by Mircea Mălan, vice mayor, Caroline Socié, technical cooperation attaché at French Embassy of Bukarest, François Laquièze, cooperation and cultural councillor at French Embassy of Budapest, dr. Bence Rétvári, the under-secretary of Ministry of Administration and Justice, and Ferenc Kalmár, the head of French-Hungarian department of the Hungarian Parliament.

After the conference, appealed 80 competents, the organisers agreed that the conference was the first step of the institutionalised dialogue of the Hungarian –Romanian cross-border region.
