CESCI in b-solutions: Solving Border Obstacles. A Compendium of 41 Cases 

In 2024, the b-solutions project, coordinated by the AEBR, published a new compendium of legal obstacles identified with the support of the project, the third in the series. CESCI staff worked on two of the 41 cases included in this publication, which cover the period between 2022 and 2023.

In recent years, CESCI has been actively involved in EU initiatives to remove remaining legal and administrative obstacles to cross-border cooperation and mobility. Thus, we have been involved in the work of the working group set up by the Luxembourg EU Presidency, which resulted in the draft regulation on the European Border Mechanism; the Cross-Border Review project carried out by the European Commission, which resulted in the EU Communication on Strengthening Growth and Cohesion in EU Border Regions; and the launch of the b-solutions project, coordinated by AEBR.

The aim of the b-solutions project is to identify and help remove remaining legal and administrative barriers and to promote ways to remove them, involving local actors. Our association will monitor the results of the project and will try to be involved in its implementation.

Among the cases published in the publication, CESCI experts have identified the following two obstacles and made suggestions for their removal:

  • The problem reported by the Danube-Kris-Mures-Tisa Euroregion concerning cross-border emergency patient transport: Ambulance service across the Schengen border (Danube-Kris-Mures-Tisa Regional Cooperation) – page 42 report
  • Obstacle experienced by Arrabona ETT related to the different regulatory framework for water tourism across the border: Comparison of water tourism regulations on the Slovakian-Hungarian border (Arrabona ETT) – page 77 report
