Fourth b-solutions collection
CESCI in B-Solutions: Solving Border Obstacles. A Compendium of 43 cases
The fourth compendium, published in the second half of 2024 as part of the b-solutions project coordinated by the AEBR, briefly describes the legal background of 34 cases of barriers and summarises the results of further discussions on 9 additional cases. Of the 43 cases included in the publication, five belonged to CESCI experts.
In recent years, our association, CESCI, has been actively involved in EU initiatives to remove remaining legal and administrative obstacles to cross-border cooperation and mobility. In 2023 and 2024, the European project b-solutions, launched by DG REGIO and managed by AEBR, continued to address legal and administrative obstacles in border regions. Following a request from AEBR, our association provided professional assistance in several cases to identify the legal background of the obstacles encountered and to moderate the technical discussions leading to their resolution
In the fourth b-solutions collection, 34 cases from the period under review are briefly described, which, in relation to Objective 1 (O1) of the initiative, examine the legal background of the reported obstacles and provide suggestions for their possible solutions. The summaries of the O1-type cases in the collection also include the availability of the full expert reports.
In the period covered by the collection, b-solutions participants could not only request assistance to examine the obstacles, but also to stimulate, influence and build the necessary depth of stakeholder relationships. To achieve this, b-solutions’ Objective 2 (O2) aims to bring cases to a stage where all potential barriers to implementation can be addressed. The collection includes 9 such cases.
Among the cases in the publication, CESCI experts have identified the background of the following five barriers and proposed ways to resolve them:
