Second b-solutions collection

CESCI in B-Solutions: Solving Border Obstacles. A Compendium of 47 Cases

CESCI has been involved in the second compendium of recent cases from the b-solutions project, coordinated by AEBR, which presents the experiences and lessons learned of local actors in border regions from 2020 and 2021 through 47 cases. CESCI has identified the legal background of five obstacles and has developed proposals to address them.

In recent years, CESCI has been actively involved in initiatives to remove remaining legal and administrative obstacles to cross-border cooperation and mobility. In particular, we have been involved from the beginning in the work of the working group set up by the Luxembourg Presidency of the EU, which led to the preparation of the European Cross-Border Mechanism (ECBM). Later on, we also actively supported the shaping of the Proposal on Facilitating Cross-Border Solutions (FCBS). In addition, our lawyers were invited to be experts in the b-solutions project coordinated by the AEBR. Between 2020 and 2021, our experts have examined several cases along the borders of Hungary with the support of the b-solutions project.

Among the cases published in the publication, CESCI experts identified the following five obstacles and proposed solutions to overcome them:

  • A problem encountered by Via Carpatia EGTC regarding the recognition and funding of EGTCs in the partner country: Legal status of a branch office of an EGTC in the partner country (Via Carpatia ETT) – Page 31 report
  • Obstacle reported by the Ister-Granum EGTC in the field of cross-border employment due to administrative challenges in social and health insurance: Cross-border staffing difficulties – ambiguous application of social and health insurance regulations (Ister-Granum ETT) – page 75 report
  • The case of Arrabona ETT on the possibilities of coordinating social security systems for cross-border workers and pensioners: Coorcurity: facilitating the coordination of social security systems for cross-border workers and pensioners (Arrabona ETT) – page 90 report
  • The problem encountered by the Mura Region ETT regarding the different rules for water tourism on the Hungarian-Croatian border: Tour guide practice and their activity on both sides of the Hungarian and Croatian border (Mura Region ETT) – page 93 report
  • Problems reported by the Europe Cape ETT concerning agricultural workers: Analysis of legislative borders in employment especially in the agricultural field (Europe Cape ETT) – page 96 report
