Supporting the application of patients’ rights through the support of cross-border patient mobility (Legal Accessibility: Fourth milestone) (HU)

The study, conducted in the framework of a sub-project of the fourth milestone of the Legal accessibility project, mainly summarises the results in the topics that are significant regarding the territorial application of patients’ rights, with the involvement of expert Dr. Tamás Balogh as a co-author. The study from 2019 focuses on the institutional and legal environment.

The aim of the sub-project and the study was to enable drafting of written proposals on specific bilateral solutions in order to address the challenges arising from increasing cross-border patient mobility and to improve the services of territories along the border which suffer from deficits in functions, and to develop a guidance to facilitate their implementation in the field of rescuing and patient care, involving the competent actors. For this purpose, the authors of the document

  • analyse the relevant institutional and legal environment;
  • carry out the assessment of suitability of 4 specific hospitals along the border;
  • formulate a proposal for the intergovernmental agreements facilitating cross-border patient care;
  • develop the draft contracts facilitating the cross-border service provision of the hospitals concerned.

In addition these, the study

  • presents the annual professional seminar of the international rescue working group organised by CESCI, as well as the relating ambulance study trip organised to Lower Austria;
  • formulates a proposal for the framework agreement enabling the cross-border mobility of ambulances;
  • contains a guidance for the practical implementation of patient care along the border in Hungarian.
