Set of recommendations (Legal Accessibility: First milestone) (HU)

In the framework of the first milestone of the Legal accessibility project, based on the research carried out earlier during the project, CESCI formulated proposals regarding the obstacles identified in previous workshops.

Based on the obstacles mentioned in the workshops, the material published in 2016 prioritised four sectors: cross-border mobility and public transport, cross-border labour market cooperation, health services and local products. These topics were discussed in a concise, integrated way (so a number of obstacles were merged together under a larger theme). The nature of the obstacle, the list of problems arising, and a brief description of the legislative environment are presented in connection with each group of obstacles. The relevant concrete proposals are formulated afterwards. The collection makes three proposals for overcoming each obstacle: if possible, a specific legislative proposal was created; in other cases, policy interventions were proposed; and if there was a narrow margin for manoeuvre at national level, an EU-level solution was initiated. Last but not least, the study contains a chapter that can be called horizontal, which, going beyond a specific sectoral approach, proposes EU and national solutions to inform citizens, and the set-up of institutionalized mechanisms based on the example of the Nordic Council, which may make the problems caused by the obstacles posed by nation-state borders manageable, together with the neighbouring countries.
