Collection of best practices (Legal Accessibility: First milestone) (HU)

In 2016, as part of the first milestone of the Legal accessibility project, CESCI compiled an inventory of good practices to eliminate obstacles to cross-border cooperation.

The aim of the study is to point out good practices in Europe, which justify that the existing administrative obstacles can be overcome, so cross-border cooperation can be further deepened. The research mainly focuses on European regions that have enough experience in the field of cross-border cooperation. CESCI primarily used qualitative methods during the preparation of the study and the implementation of the relevant research. In view of this, the research was based on the so-called ‘desk research’ methodology, in which good practices of European cross-border cooperation was systematically collected, studied, categorized, the obstacles were identified and analysed, and possible and implemented solutions were mapped. The document presents the obstacles and solutions identified during the situational phase by cooperation topics. The main topics are the following: health care and social services, mobility and public transport, education, training and labour market cooperation, cross-border environmental cooperation, joint disaster response and crisis management, and other non-specifically classified areas of cross-border cooperation.

In case of each topic, a map shows the location of the good practices, and demonstrates the ways how European practices are related to the Hungarian border obstacles previously identified in the workshops, as well as their management and elimination.
