Summary report on the stakeholder workshops (Legal Accessibility: First milestone)

The summary report is the first document of the Legal Accessibility initiative supported by the Ministry of Justice. CESCI approached the Ministry with the idea of the accessibility project in 2016. The aim of the project – and the document created in the framework of its first milestone – was to reduce the number of administrative obstacles along the Hungarian borders, and to strengthen cross-border cooperation.

The main objective of the report was to summarise the result of the workshops organised along the Hungarian border sections with the participation of regional actors active in cross-border cooperation.

The first chapter discusses each border section, while the second demonstrates a short presentation of each workshop. The third chapter is the backbone of the report: it contains an inventory of obstacles, which summarizes the legal obstacles that have surfaced in the workshops regarding cross-border activities, sector by sector (in a total of 13 topics, from the issues of border police and customs through health care to local products). In the last chapter, additional information gained from the workshops is presented. This last chapter deals with non-legal obstacles and problems, and then with the comments that shed light on the situation and possible good practices of certain problematic thematic areas.
