JOGa – 3rd milestone

The third milestone of CESCI’s Legal Accessibility initiative was closed in December 2018, the documents of which can be already found on-line on the website of the project. In parallel with the third milestone, we continued the implementation of the V4 Legal Accessibility project that is supported by the International Visegrad Fund.

CESCI started its Legal Accessibility initiative in 2016, with the support of the Ministry of Justice of Hungary, the aim of which was to identify the legal and administrative obstacles along the Hungarian borders and to elaborate possible solutions based on the experiences of European good practices. The unique project has gradually become a comprehensive initiative, as a result we have just closed the third milestone at the end of 2018.

The aim of the third milestone implemented during 2018 was to carry the results of the previous initiatives further, based on the knowledge gained during the two previous projects and the EU experience. Activities were concerning three main topics:

  • On the one hand, we wanted to supplement the results of the study on the cross-border movement of ambulances in 2017 targeting the Hungarian borders by exploring the policy environment of the neighbouring countries.
  • On the other hand, the research of the study on cross-border sharing of health services, developed in 2005, was updated and supplemented in the light of the EU regulatory environment that has undergone significant changes in the meantime. The study analysed the conditions of regional level cross-border integrated patient care along the Hungarian borders, based on Western European good practices.
  • The original aim of the third subproject was to discover and summarize the experiences of the Hungarian EGTCs in order to contribute to the revision of the EGTC Regulation that was designed in connection with the EU budget planning process starting in 2018. Out original idea was to propose modifications for the regulation based on the incorrect or exemplary application of the regulation along the Hungarian borders. However, the Commission Report of August 17, 2018 concluded that instead of modifying the EGTC Regulation, other types of activities are needed. Still, we did not exclude the clarification of the Hungarian situation, the collection of perceived legal difficulties and the recording of good practices.
