Cross-border investment and economic development projects – Need, obstacles, tools

The European Investment Advisory Hub of the European Investment Bank commissioned the French Mission Opérationnelle Transfrontalière to prepare a comprehensive analysis examining the funding possibilities of larger, and also smaller, but interrelated cross-border projects. The MOT invited CESCI to take part in this project.

On the one hand, the study presents in a comprehensive way the peculiar conditions of cross-border cooperation and developments and draws attention to the already existing tools. On the other hand, it contains a compilation of best practices, which provides the EIB with ideas through the presentation of concrete investment projects and solutions applied on regional level, in order to get to know in which direction they should go when it comes to cross-border investments. Finally, it presents and systematise the potential developments of 11 European border regions, and based on them, it makes recommendations for the EIB on multi-fund financial constructions of cross-border investments.

CESCI actively took part in the elaboration of the methodology and prepared several case studies based on the results of extended surveys and interviewing. At the end, 5 of them were included in the analysis partly drafted by CESCI.
