CESCI’s annual General Assembly in 2023

On 31 May 2023, CESCI held its annual General Assembly meeting in person, at the Hotel Thermal Balance in Lenti. Both the professional programme prior to the meeting and the General Assembly was attended by a high number of members and representatives, thanks to which all the votes were successful.

The first agenda item of the General Assembly was the presentation and approval of the annual reports of the Association, its bodies and partner organisations. First, CESCI’s report was presented by the two directors and the secretary general of the work association. The activity report, which is also available on the organisation’s website, provides an overview of the tasks carried out by CESCI in 2022 in a visual way.

Following a brief presentation of the events of the European Cross-Border Citizen’s Alliance in 2022, Martín Guillermo-Ramírez from AEBR and Raffaele Viaggi from MOT welcomed the General Assembly on behalf of the Association.

The presentation of the reports was continued by Dr Zsuzsanna Fejes, who talked about the activities of the Research Group of Cross-Border Cooperation in 2022, co-founded by the University of Public Service and CESCI. She also recommended the website of the Research Group for the members, where the latest news of the research group are available. 

After that, Dr Zsuzsanna Fejes summarised the Board’s 2022 report. Then, Gyula Ocskay presented the report of the Supervisory Board. At the same time, the Secretary General announced that the chairman of the Supervisory Board, Kálmán Nagy, did not want to renew his position at the Supervisory Board after 13 years of cooperation. The Association would like to thank Kálmán Nagy for all the work he has done. Finally, Rudolf Bauer presented the 2022 reports of CESCI Carpathia, while Ervin Erős presented the 2022 reports of CESCI Balkans.

The General Assembly approved and acknowledged all five reports.

As part of the agenda item on membership matters, CESCI approved MURABA EGTC as a member. Under the same item, the General Assembly also decided to withdraw from ISOCARP.

In the framework of the agenda item on office-holder matters, the General Assembly elected Dr Jože Gričar and Zoltán Szögi as members of the Board for another three years, whose mandate was due to expire on 14 September 2023. As a result of the vote, Zoltán Szögi remained Vice President of CESCI. As part of the agenda, the Assembly also voted on the Supervisory Board members, as the mandates of all three SB members were due to expire on 14 September 2023. Two former SB members, István Oláh and Dr Attila Tilki, indicated their intention to renew their mandate Unlike Kálmán Nagy. Consequently, a new candidate was invited; the former President of CESCI, Dr György Kocziszky, who accepted the candidacy. The General Assembly elected all three candidates and approved the necessary amendments to the Statutes due to changes in the list of office-holders.

As part of the fourth agenda item, Mátyás Jaschitz and Gyula Ocskay presented CESCI’s 2023 working plan and budget plan to the General Assembly. In the context of the working plan, the Secretary General briefly summarised the key features of a project of strategic importance, supported by the Hungarian-Slovak cooperation programme 2021-2027, called #ACCESS. The aim of the project is to identify and remove as many cross-border legal obstacles as possible during the six-year period.

Under the fifth agenda item, Kitti Dubniczki, Director,  briefly presented the results of the 2022 report of CESCI’s Gender Equality Plan (GEP), while Mátyás Jaschitz summarised basic information related to the amendment of the Investment Policy Rules. The General Assembly adopted both the GEP report and the amended Investment Policy Rules.
