Study on information about calls of cross-border cooperation programmes and direct EU-funded labour projects
Within the framework of SROP-1.3.1-12 / 1-2012-0001, the priority project entitled “Development of the National Employment Service II.”, Sub-project 4. “International cooperation activities”, CESCI compiled a handbook for Hungarian employment centers on preparing and realising cross-border projects. In addition to practical knowledge, the handbook includes a collection of good practices, a source map and a bibliography.

The next in line meeting of European Groupings for Territorial Cooperation (EGTCs) to which Hungary is participating, was held on 18-19 November 2015. The most important part of the meeting was the presentation of cross-border programmes to be opened in the future. The Hungarian-Romanian INTERREG V-A programme was presented by Magdolna Kalapáti, Head of Secretariat of the former Hungarian-Romanian programme; the Slovak-Hungarian programme was introduced by Csilla Veres, Head of Secretariat; and the Hungarian-Croatian programme by Márton Szűcs, Director. All three presenters are associates of the Széchenyi Programme Office. As established during the session, in the case of all 3 programmes, the first calls are due in the first quarter of 2016. The programme that made the most progress during the workshop was the Croatian one, its expected launch being the end of December 2015. The developments in the Slovak border area can only be launched after the meeting of its Monitoring Committee planned mid-December, whereas Brussel’s final approval for the Romanian programme is still pending. However, according to preliminary information, it can be expected within 2-3 weeks.

The Tisza European Grouping of Territorial Cooperation with Limited Liability was registered on 26.10.2015 on the Hungarian-Ukrainian border section by the cooperation of Kisvárda, Szabolcs-Szatmár-Bereg council and Zakarpats’ka region.

One of the guests at the workshop was the State Secretary of the National Policy of the Prime Minister’s Office, Árpád János Potápi, who explained the national policy role of cross-border cooperation. The second guest was a researcher of CEU, Sara Svensson, who talked about her research findings regarding EGTCs and made several interviews with participants during the workshop.

On behalf of the EGTCs Richárd Hörcsik and György Popovics, president of the County Council Assembly of Komárom-Esztergom and co-president of the Rába–Duna–Vág EGTC presented the plans to Minister Miklós Seszták concerning the developments planned for the 7-year cycle.

Functional analysis and evaluation of planned cross-border public road infrastructural developments in the Hungarian-Slovak border region (HU)
CESCI and Főmterv Zrt. submitted a bid to the call published by the Hungarian Transport Development Coordination Centre (KKK) (financed by the Transport Development Operational Programme) for the evaluation of the planned Hungarian-Slovak border crossings. Based on the successful tender, the consortium prepared the functional analysis of cross-border public roads planned to be constructed on the Hungarian-Slovak border between 2014 and 2020. The importance of the analysis is given by the fact that specific cross-border development projects can only be implemented from EU funds based on this document.
