Contribution paper of CESCI to the Spatial and Settlement Development Operational Programme 2014-2020 (HU)

In 2013 CESCI formulated its policy contribution on the public consultation version of the Territorial and Settlement Development Operational Programme (TSDOP) 2014- 2020, in order to exceed the planning approach of ending at the borders.

The first part of the contribution paper included comprehensive proposals promoting to stand in a more direct way out the territorial preferences and territorial differentiation for the TSDOP as a whole. The contribution paper argued that it would be advisable to identify border areas as independent types of assisted areas. The paper made a proposal to have a clear distinction between the different types of border areas (dynamic edges and outer peripheries) and to connect different target systems to them in a sectoral/thematic sense.

Afterwards, the document summarized the professional comments based on the separate priority axes and the measures and interventions. In connection with the latter, the proposals focused on thematic areas that are missing or require a different kind of treatment regarding the development of border regions (e.g. networking of border municipalities, twinnings).
