Promotion of legal accessibility across the Slovak-Hungarian border
The EU integration process that the independent Slovak Republic and Hungary has been going through together, made the state border symbolic and the cross-border flows lively between the two countries. At the same time, everyday commuting and the access to services across the border are still hampered by legal and administrative obstacles. The #ACCESS project aims to unfold and facilitate the elimination of these obstacles between 2023 and 2029.
The main aim of the project is to systematically unfold the persisting legal and administrative obstacles hindering stronger integration and higher level of cooperation across the Slovak-Hungarian border; furthermore to promote their elimination. Accordingly, the activities to be carried out during the 72 months long project, are grouped into two interventions.
Obstacle monitoring activities include the systematic collection of obstacles encountered by the border citizens through surveys, interviews, an online information help desk and the workshops of territorial reference groups. The legal background of the obstacles will be analysed through interviews with the authorities and the relevant legal acts.
Obstacle management will be based on a European-wide best practice compilation and the expert workshops involving the representatives of the competent authorities. As a final result, the partners will eliminate 4 legal obstacles and develop 10 solutions in total including a legal obstacles database, 5 obstacle projects, legal recommendations and a sensitisation campaign addressing the authorities.
The project will be coupled with a massive promotion package in order to reach as many border citizens as possible by which the intensification of cross-border mobility and integration can be promoted.
Kick-off conference (2023)
The kick-off conference of the project was held on September 14, 2023, in Košice. More information about the event is available here.
International professional event (2024)
The second event of the project will be an international professional event dedicated to obstacle management in Budapest, in 2024.
Closing conference (2029)
The closing conference of the project is expected to take place in 2029 in Hungary

As a result of the project, the partners will eliminate legal obstacles and develop solutions including a legal obstacles database, obstacle projects, legal recommendations and a sensitisation campaign addressing the authorities.
Summary of the project part: As the lead beneficiary, CESCI coordinates the implementation of the project. Most of the professional tasks identified for the sake of legal accessibility are going to be carried out in the cooperation of CESCI and the CESCI Carpathia, but in addition, CESCI is going to be responsible for the following activities: the creation of an information platform; production of 5 short films; elaboration a project report and methodological guide; organisation of an international scientific conference and a closing conference.
Benefits of the cooperation: The stronger integration of the Slovak-Hungarian border area and the intensification of cross-border interactions (mobility) necessitate the systematic monitoring, analysis and elimination of legal and administrative obstacles. This process is unimaginable without the coordinated cooperation of the actors on both sides of the border.
Introduction of the partnership: The project is implemented by the Budapest-based Central European Service for Cross-border Initiatives (CESCI) and the Košice-based Central European Services for Cross-border Initiatives – Carpathia (CESCI-Carpathia). Both organisations have been committed to supporting cross-border cooperation and eliminating cross-border legal obstacles for many years.
