Final report (Legal Accessibility: First milestone)

CESCI’s closing report going through the work phases of the project was made to summarise the first milestone of the Legal accessibility project. In the report from 2016, CESCI aimed to give an overview on the main steps of the first eight-month milestone, and the main professional accomplishments achieved during the project. Even the report, which can be interpreted as the conclusion of this milestone, was conceived in the spirit that CESCI formulated new tasks, assignments and opportunities in the process of eliminating obstacles of cross-border interactions. The structure of the document reflects this as well.

The second chapter of the closing report reviews the stakeholder workshops laying the basis for the identification of the regulatory framework that inhibits interactions, and the obstacles identified during the workshops, along with their territorial and sectoral relevance. The 3rd chapter of the report delineates the research made to identify the background of the obstacles, and the collection of recommendations. The identification of the background of the obstacles also meant compiling a European outlook in order to explore good practices already implemented regarding the relevant topics; exploring the existing regulatory environment and policies through interviews with sectoral experts; and analysing each element of the regulation in detail through an examination of the relevant national and EU legislative documents. The collection of recommendations was compiled based on this research. The 4th chapter describes the results of the project regarding each of the obstacles identified during the stakeholder workshops. Related to each obstacle, the chapter briefly describes the problem, lists the European good practices that can be used as examples, and lists the interviewees and related legislative documents. This is followed by a summary of a few sentences, containing CESCI’s proposals for eliminating the obstacle. The 5th chapter of the report provides a summary of the main experiences of the project, among other things. As a conclusion of the report, the results of the project are compared to the EU trends.
