Promoting cross-border institutionalised health integration

In the framework of the Legal Accessibility 2 project, a comprehensive study on the possibilities for organising cross-border emergency rescue was prepared including specific legislative and policy proposals.

The expert study consists of three major parts:

  • In the first part of the document, we give a brief overview of the justification for the free movement of ambulances across the borders and we also introduce the related EU processes. Then we provide a theoretical insight into the basics of emergency patient care and introduce the emergency care systems of the domestic and neighbouring countries, paying special attention to the aspects affecting cross-border cooperation.
  • In the second, most important part of the document, we analysed the conditions for implementing cross-border emergency rescue in a thematic breakdown, and then in connection with these, we formulated our legal and policy proposals.
  • In the third part of the study, we modelled and analysed the territorial aspects and potentials of cross-border rescue and hospital emergency care at a theoretical level.
